The clause that would have allowed walkers, canoeists and cyclists the right of access to any stretch of any river in the country has been defeated following a cross party debate on the problems such a proposal would have posed to countryside pursuits and wildlife.
Environment Minister Michael Meacher said, ‘the statutory agencies have deemed such an extension as inappropriate.’
