Stephen Davies, 35, and David Irvine, 44, were arrested at Seaforth Docks in Merseyside when they were caught fishing and filming without permission. They will appear at South Sefton Magistrate’s Court in Merseyside this week.
“The two men have been arrested under the International Shipping and Port Security Code, which came into effect in July this year,” said Eric Leatherbarrow, spokesman for Mersey Docks and Harbour Company.
“In order to comply with those new security arrangements we have had to make new arrangements for anglers, walkers and bird watchers who wish to gain access to the port,” he added.
“They are not banned but they must go through the right channels. Anglers must apply through the North West Angling Club Association for permission to fish on the port.
“They cannot come as individuals or in groups of less than 10.
“The world is very different from before 9/11 and we, along with all other ports, are complying with the new security arrangements.”
