What is it?

It's a rod. TFG = Total Fishing Gear. The Whisper River and Stream was a light specialist/Avon type rod reputed to have been made with a Freespirit blank. Relatively rare and quite popular with a dedicated band of enthusiasts.

Lovely rod.....used as a quiver. The "Avon" top is quite excrutiatingly bad.

No way I'd part with mine.
