I think there might be an umbrella organisation that deals with plagiarism.

Also, as bottle rocket suggested, you should take it as flattery. It does seem like a strange approach to review writing, however this chap may have very little self-confidence and your review was the inspiration he needed to go forward in the world.

I can see the odd similarity but, rather than being a totally outrageous plagiarism, looks like a good editing job with some significant expansion.
I suspect that taking it as flattery is probably the only thing to do.
